Founder & managing director of Copper Dome LLC, Joseph Gillespie served as staff director of the House Bill Drafting Service for Speaker Will Weatherford and Speaker Steve Crisafulli and previously served four years as deputy staff director.

During his 20-year career, Gillespie has gained extensive experience in the legislative process, including more than 15 years as staff to the Florida Legislature, serving as legislative analyst for committees of both the Senate and House of Representatives and as legislative assistant to former Rep. Bill Sublette. During his Senate staff tenure, Gillespie distinguished himself for drafting the 2003 revision to the state’s unemployment compensation law and the 2004 voluntary prekindergarten (VPK) law. He subsequently served as policy supervisor for the Office of Early Learning, where he drafted rules to implement the VPK program.

Gillespie served as cabinet aide and clemency aide to former Secretary of State Katherine Harris, which included the period of the historic 2000 presidential election. In his early career, he worked as a lobbyist and campaign consultant with the late Robert M. Levy and research director for the Florida Student Association.
